It says "you may play and/or draw up to two cards." That means you
may do one or the other action with up to two cards. The "and/or" is
there to indicate that you do not have to just play two cards OR draw
two cards -- both actions are appropriate (you can do one of each),
but you only get to manipulate two cards, and you can only do one
thing with each of those cards.
The order that the two actions are stated should be a clue: play
comes first, then draw -- you can't play a card that you haven't
already drawn. I can see where possibly it might be misconstrued if
it said "draw and/or play", because then you might read it as "draw
and play" two cards. But it simply does not work in the opposite
order.
It's not going to be in the May CR, because that was finalized over a
week ago. It will have to wait until June.
